Although not equal to the more psychotropic delights of Ang Lee's version, this is a serviceable reboot. Norton's earnest, Roth’s scenery chewing is highly enjoyable if faulty in accent. Liv Tyler’s utterly bland, which means the love story lacks any bite.
The plotting is the film's strong point, though, from the excellent Brazil-based opening, to the upping of the ante with the introduction of the Super Soldier serum, to Tim Blake Nelson's wonderfully excessive scientist..
With regard to the effects, I wonder how feasible it is to make these CGI characters look "realistic". It's notable that the best moments visually see them interact with the elements (rain, particularly). For a change the final fight is involving, but overlong, due to the character beats that have been built up earlier.
